תאור כללי של הקורס:
הקורס עוסק בסוגיית ההגירה המהווה אחד הנושאים המרכזיים בעידן הגלובליזציה ובעלת השפעה מכרעת על היחסים הבינלאומיים, הפוליטיקה העולמית ויחסי חברה-מדינה. מוקד הקורס הוא ההגירה לאירופה שתופסת מקום של כבוד בפולמוסים אקדמיים וציבוריים באירופה בשנים האחרונות סביב סוגיות הגבלת ההגירה, שאלת האינטגרציה והקשר בין הגירה לביטחון במיוחד בהקשר של הגירה ממדינות לא אירופאיות.

מטרות הקורס:
1. להכיר ולנתח שלוש סוגיות מרכזיות רלוונטיות:
(i) מדיניות הגירה והגבלת הגירה של האיחוד האירופי (נתמקד במבקשי מקלט בעיקר); (ii) השפעת ההגירה על היחסים בין המדינות באירופה ועל האינטגרציה האירופית (iii) מדיניויות אינטגרציה של מדינות באירופה והאיחוד האירופי כלפי מהגרים ובני מהגרים החיים באופן חוקי באירופה. בהקשר זה נדון גם בהשלכות כשלון האינטגרציה של מהגרים המתבטא בהדרה וגזענות; (iv) תופעת הרדיקליזציה באירופה המזוהה עם בני מהגרים ותופעת ה"טרור מבית" ומולה מדיניות ה-counter terrorism באירופה.
2. ניתוח סוגיית ההגירה לאירופה ייעשה הן על בסיס מידע המבוסס על מקורות אמפיריים הסוקרים מגמות ונתונים הקשורים להגירה, למדיניות הגירה ואינטגרציה כמו גם לתופעת הטרור מבית ולמדיניות נגד טרור, והן ע"י שימוש בתיאוריות פוליטיות, תיאוריות של ביטחון, תיאוריות חברתיות (סוציולוגיות ופסיכולוגיה חברתית), כמו גם תיאוריות ביקורתיות רלוונטיות.

תוצרי למידה :
בסיומו של קורס זה, סטודנטים יהיו מסוגלים:
1. לתאר ולבחון מגמות מרכזיות עכשוויות במדיניות ההגירה והאינטגרציה של האיחוד האירופי.
2. לפרש ולהסביר מדיניות הגירה ואינטגרציה באירופה דרך הפריזמה של תיאוריות מרכזיות ביחב"ל, בפילוסופיה פוליטית, סוציולוגיה ופסיכולוגיה חברתית.
3. לבקר מדיניות הגירה ואינטגרציה באירופה באמצעות תיאוריות נורמטיביות וביקורתיות.
4. ליישם תיאוריות רלוונטיות שנלמדו בקורס על מנת להסביר מדיניות הגירה ואינטגרציה של מדינות מחוץ לאירופה. למשל, ישראל.
5. לבחון ולהסביר כשלון מדיניות אינטגרציה באירופה.
6. לזהות מאפיינים עיקריים של טרור פנימי באירופה כמו גם מדיניות נגד טרור באירופה
7. לפרש ולהסביר את תופעת הטרור הפנימי באירופה מנקודות מבט תיאורטיות שונות (למשל, פסיכולוגיה חברתית).
8. להסביר ולשפוט מדיניות נגד טרור באירופה באמצעות תיאוריות ופריזמות אנליטיות שונות למשל הפריזמה האסטרטגית, החברתית והנורמטיבית.

שיעור 3: סקירת מדיניות הגירה והגבלת הגירה באירופה מאז מלחמת העולם ה-II(התמקדות במשטר הפליטים)
שיעור 4: דיון במכניזמים של "הגנה אקטיבית" (למשל, כוחות שיטור בגבולות) כנגד הגירה לא חוקית.
שיעור 5:"רפואה מונעת": דיון במכניזמים של מניעת הגעת מהגרים מארצות המקור, הסכמי החזרה (readmission), מחנות אקסטריטוריאלים.
שיעור 6: תיאוריות ביטחון מסורתיות המסבירות מדיניות הגירה נוקשה.
שיעור 7: תיאוריות ביטחון ביקורתיות המסבירות מדיניות הגירה נוקשה.
שיעור 8: השפעת המהגרים כאיום על האינטגרציה האירופית.
שיעור 9: סרט בנושא הקורס "Welcome".
