Course/Module description:
The right for health is a legal right derived from the right for life freedom and human dignity
Law is an important means in making health, especially public health, by making laws and enforcing them by the authorities (administration and courts)
Making a health system is the right of the state and its obligation (to supply the citizens with medical services).
We will discuss central issues of law
The differences between laws, regulations and circulars of the Ministry of Health.This year we will expand the disscussuon on the authority of courts to cancel and overrule them. The use of Reasonabkeness to cancel diccissions and its infkuence on public heakth
The right for health as a civil right and as a social right. Substantial equality in health services.
The national health insurance –before and after the law
The ministry of health- conflict of interests between being the regulator and a supplier
Civil rights in health: patients rights (informed consent, privacy) the right of parenthood, fertility, the right to die with dignity
Licensing of the different medical professions; licensing of medical drugs and equipment
Preventive medicine
Vaccines,
Smoking, alcohol and dangerous drugs

Course/Module aims:
Knowledge of the legal bases of the heath system of Israel and especially public health
How do we make health by legal means?
Learn the obligations of the state towards the citizens in the aspects of health
Learning the civil rights in the field of health a n medicine and how to protect those rights
Learning outcomes - On successful completion of this module, students should be able to:
Capability to analyze legal issues in medicine and public health
Capability to analyze issues of civil rights in public health and medicine cases by means of legal tools
Capability to analyze and criticize government's acts and omissions with legal topples
