Course/Module description:
Children under the age of 18 are at increased risk of being a victim of a crime. They are also at high risk of being engaged in criminal activities. Accordingly, children and youth are routinely involved in the criminal justice process as perpetrators, victims, and witnesses. During the seminar we will learn about the root causes of children’s engagement in criminal behaviors, existing approaches for addressing youth crime and victimization, the rights and needs emerging from their involvement in the criminal justice system, and the consequences of criminality and victimization on those affected by it.

Course/Module aims:
The aim of the seminar is to explore the unique characteristics of children’s involvement in the criminal justice system. The students will acquire tools for conducting independent research on the related topics while integrating legal, psychological and sociological perspectives.

Learning outcomes - On successful completion of this module, students should be able to:
Eventually, the students will be able to conduct independent research and analyze the range of rehabilitative and punitive responses to youth crime. They will understand dilemmas regarding youth representation and police treatment; and will be able to compare and evaluate various child-specialized criminal justice institutions, such as youth courts, teen courts, problem-solving youth courts, youth restorative justice programs, reentry circles, and children’s advocacy centers.

4. The Israeli Youth Law (Adjudication, Punishment, and Treatment) – Youth Law decoding exercise
5. A comparative outlook on youth laws across the globe (rights mapping exercise)
6. Rehabilitation and prevention for children and youth – the treatment scale
7. Restorative justice, children and youth
8. Non-adversarial youth justice: problem-solving courts, teen courts, diversion programs
9. Child victims and the criminal justice process – initial and secondary victimization
10. Children and youth as witnesses in criminal processes
