Course/Module description:
Criminal regulation is the product of an intricate network of various players, each owning different resources of both knowledge and power. This network is constantly being formed and unraveled, according to mutual affinities created between the various players. Therefore, shaping regulation in the books is not affected only by the state: the public requires law-makers and -enforcers to deal with the issues that bother them, and in addition, the subjects of the policy are not necessarily passive victims devoid of agency but rather active players who may oppose the policy that aims to protect them. Alongside these entities, economically-interested parties are also in play, such as lobbyists on behalf of corporations that manage private prisons. The state itself is also not one unified, stable bureaucratic body, but rather a series of intertwined authorities and systems that act concomitantly, and not necessarily in an organized manner or for a single shared purpose.
This gives rise to a chaotic regulation system meant to deal with crime, often speaking in various voices and motivated by various considerations: economic, social, political, gender, cultural, and others. The seminar will follow the various players taking part in shaping Israeli criminal regulation, from top to bottom, as well as the different dilemmas arising in the processes of shaping and enforcing regulation, while reviewing both historical and contemporary test cases.
Course/Module aims:
Participants will learn about the relationship between police and society, as well as the forces and factors that shape it. The studies conducted within the seminar will enrich the existing corpus of knowledge regarding contemporary issues at the junction between police and society, while reviewing relevant local and global literature.

- will have read the theoretical literature and be able to describe the various players participating in the shaping of regulation.
- will be familiar with selected events that shaped criminal regulation in Israeli society.
- will identify trends that occur in this field (such as the rise in power of NGOs in shaping regulation).
- will search and find relevant research literature.
- will be able to write a seminar paper.

Teaching arrangement and method of instruction:
In the first six lessons we will lay the basic concepts and review test cases in a regular class format. The second part of the seminar will be dedicated to student presentations (referats), describing their research progress.
