Course/Module description:
In the course we learn, inter alia, what is ethics, what are the basic theories to examine ethical conduct, what is professional ethics, what is an ethical dilemma, what is the difference between ethics and law. The course combines theory with practical examples.

Course/Module aims:
The purpose of the course is to increase the awareness to ethics in public service, and to develop abilities to deal with ethical dilemmas of public officials,in which such employees have to face during their work. The course exposes the students to several ethical attitudes, in general and specifically regarding public officials.

Learning outcomes - On successful completion of this module, students should be able to:
a. Exposure to different models of morality and ethics dealing with the question of what is the right thing to do.
b. Understanding what is ethical dilemma, with emphasis on professional ethics dilemmas.
c. Understanding the complexity of the "client" of the public official.
d. Understanding the results of not paying attention to professional ethics issues.
e. Developing the ability of dealing personally with professional ethics dilemmas.

Teaching arrangement and method of instruction: Frontal lecturing, with active participation of the students.

Course/Module Content:
a. Different models on morality and ethics, in the writings of Plato, Kant, Mill and Machiavelli.
b. Who is the client of the public official.
c. The relationships among legal, disciplinary and ethical norms.
d. Introducing the professional ethics of government officials in Israel, and the new Code of Ethics.
e. Learning several case studies dealing with professional ethics dilemmas.
