Course/Module description:
This course introduces students to the social and political features of Arab society in Israel. We will apply multiple perspectives to examines a rich range of topics relating to Arab society in domains that include history, political science, law, the media, education, culture, sociology, anthropology, and geography. We will discuss the social, cultural, and political developments and trends in Arab society in Israel since 1948, and how these changes fueled the Arab minority’s struggle to choose between competing national, religious, and civil-Israeli identities. We will also discuss the future of Arabs in Israel as defined in the future vision documents outlined by various public figures and organizations in Arab society, and from the perspective of Israeli thinkers.
We will also discuss the implications of the definition of Israel as a Jewish democratic state for Arab society and for successive government policies toward Arabs in various areas. We will discuss government policies in view of the report of the Or Commission, a government committee named for its chairperson, Justice Theodore Or, appointed to examine the violence clashes between security forces and Arab-Israeli citizens that occurred in 2000.

Course/Module aims:
Students will learn about the features and challenges facing the Arab society in Israel, and policies that address these challenges. The course will develop students’ reasoning on how to improve these policies and propose feasible alternatives for dealing with these challenges.

Learning outcomes - On successful completion of this module, students should be able to:
• Identify the hardships, problems, and challenges that impede development in Arab society and undermine efforts to narrow the gaps between Arab society and Israeli society in general.
• Identify the evolving changes in Israel’s Arab minority at the political, social, cultural, and economic levels, and the changes over time in the socio-economic status and hardships of Arab citizens.
• Appreciate the directions in which these developments are heading in terms of socio-economic status, identity and self-determination, attitudes toward the state and its institutions, and public opinion on disputed political issues.
• Outline policy proposals that offer fair solutions to the problems of Arab society and narrow the gaps between Arab society and Israeli society in general.
• Develop a program to monitor the performance of policy proposals, assess progress in resolving the concerns and hardships of Arab society and amend policy proposals accordingly.
• Critique the policy implementation plan and propose better alternatives under the circumstances.

Course/Module Content:
Class 1: Demographic issues, sectarian composition, and milestone events for the Arab minority and their implications
The transition of Arab society from a dominant majority to a minority within the State of Israel. Growth of Arab society relative to growth of the Jewish population. Division of Arab society into various sects and sectors, and their features. The relations among the various sects and sectors.

Class 2: Developments and trends in Arab society in Israel
The diametric developments in Arab society, social changes, adoption of modern culture and lifestyle, and preservation of religious identity. The Arab minority’s struggle with its competing identities: Arab identity, Palestinian identity, religious identity, and Israeli identity. Milestone events in the history of Israel’s Arab minority and their implications for the consolidation of Arabs in Israel as a community. The Six Day War. Termination of the military administration. The first Land Day. Sabra and Shatila. The First Intifada. The Oslo Accords. The October 2000 Events. The Second Intifada.

Class 3: Political parties and elections in the Arab sector – Local politics and voting patterns in Knesset elections
Major political streams in Arab society: the traditional leadership, the Communist party, the Arab nationalist stream, and the Islamist stream. Voting patterns in local and national (Knesset) elections.

Class 4: Religious trends in Israel’s Muslim population
The formative role of religious courts in Arab society. The competition between religious and civil institutions concerning judicial decisions pertaining to personal status and women’s status in the religious courts and in society in general. Israeli law and its impact on customary law in the sharia courts. Customary law in the sharia courts. Decision making methodology in the sharia courts. Islamic institutions’ responses to the Israeli environment. The challenges facing Muslims in Israel.

Class 5: The legal status of Arab citizens: The Arab minority in a Jewish, democratic state. Models of minority relations in divided societies.
The transition of the Arab minority from a dominant majority to a minority in a Jewish democratic state. The political, legal, and economic features of the Israeli environment and the role of Arabs in this environment. The evolving dynamics between the Arab minority and its Israeli environment.

Class 6: Government policy on the Arab minority in Israel
Policies of successive governments concerning the Arab minority: integration/segregation, inclusion/rejection, equality/affirmative action. Is policy planned in advance or does it evolve in response to various circumstances. Barriers to the implementation of policies concerning Arab society.

Class 7: The land dispute
The internal dispute between Arab society and its institutions on land ownership issues, and the implications of the national dispute on this issue. The conditions of the Negev Bedouin society. Outline plans for Arab towns. Municipal boundaries of Arab towns.

Class 8: Education, culture, and the media
The condition of the Arab education system. Achievements, curricula, and compatibility with Arab culture and religion. Integration in higher education. Arab academic institutions and scientific research. Development of Arab culture. Impact of Arabic-language media on developments in Arab society.

Class 9: Collective rights, cultural distinctions, and the status of the Arabic language
Israel’s Arab society constitutes a national Arab minority whose language is not the language spoken by the country’s majority. Its cultural and religious heritage is also different. The demand for collective rights to establish the legislative status of its language and to preserve its heritage and culture.

Class 10: Representative in society’s decisive institutions
The civic partnership and the integration of all citizens in the administration of the state and its institutions and in its decision making on various issues, regardless of their national or religious affiliation.

Class 11: Findings and recommendations of the Or Commission
The factors leading to the outbreak of the October 2000 Events. Government policy reflected in the Or Commission’s findings and the Commission’s recommendations to rectify the situation and prevent recurrence of similar events. The government’s response to the Or Commission’s recommendations and the position of the Arab public on these recommendations.

Class 12: The Future Vision of Arabs in Israel
The status of Arab society as a national minority and the “future visions” developed by various entities in Arab society. Responses of the Arab public and Israeli thinkers to the various future vision documents. The implications of the Future Vision documents on the legal status of Arabs in Israel.

Class 13: A view to the future
A prospective view on the role of Arab society in Israel.
