Course/Module description:
The course will deal with the political aspect of Israel-Europe Relations. The course emphasizes both the bilateral relations between Israel and key European countries such as France, Britain and Germany and on Israel's ties with the multinational frameworks ie the European Community and later the European Union. The aim of the course is not to be satisfied with the Israeli point of view but to give the student an understanding of how Europeans perceive Israel and the political issues at stake.
The course will cover a broad historical cross-section - from Zionist diplomacy before the establishment of the state, through Israel in its early years (1950s and 1960s), the changes following the Six Day War and the rise of the Palestinian issue on the global agenda, to the Oslo Accords and its current state of relations . The course will examine questions such as:

*What was the relative weight of Europe in Israeli diplomacy throughout the period?

*What impact did immaterial factors such as values, common heritage and past sensitivenes have on shaping relations between Israel and Europe?

*How did the developments in the Arab-Israeli conflict affect relations and what were the changes that took place in the way Europeans saw Israel throughout the period?
*What was the role of Israeli and European public opinion in shaping the relationship?

The course will include frontal lectures as well as group assignments of students.

Course/Module aims:
Understand the development of Israel's relations with European countries and especially with the European powers. Familiarize with the methods of action of Israeli diplomacy vis-à-vis these countries as well as the way in which the Europeans perceived Israel.

Learning outcomes - On successful completion of this module, students should be able to:
Students will become familiar with the challenges Israel faced in the first decades of its existence in terms of its foreign policy and explore the way in which it dealt with these challenges. Emphasis will be placed on understanding the methods of action of Israeli foreign policy and its unique features vis-à-vis European countries.
