Course/Module description:
The course is designed to provide an in-depth introduction to local government in Israel. The course deals with both the political aspects of the local government, such as the local elections and the status of the mayor and the authority's council; and in administrative aspects - powers, areas of activity and financial conduct. The course will emphasize broad aspects, such as the characteristics of local government in Israel in relation to other countries, its position vis-a-vis the central government and its place in the web of institutions that make up Israeli democracy.

Learning outcomes - On successful completion of this module, students should be able to:
1. Understand the framework within which the local government operates
2. To insist on the unique characteristics of the local government in Israel in relation to other countries.
3. To analyze political processes and public struggles that deal with the status and powers of the local government.
