Course/Module description:
The course will focus on involvement in political leadership in planning the state budget with a focus on the defense budget.
As part of the course we will examine several Issues:
The economic policy and process of the state budget building.
The players participating in the budget planning process and its approval.
Government involvement and perversions in the economic system.
Power struggles between the authorities on various aspects of competences and interest in two circuits:
A. Internal circuit: The relationship within The Defense System – between the military echelon I.D.F and the civilian Ministry of Defense.
B. External circuit: The relationship between the Defense System (M.O.D & I.D.F) and the national institutions - Government, Parliament, the State Comptroller, the Ministry of Finance.
Issues in the struggle on the public service wages.

Course/Module aims:
The preparation of the State budget is an economic process that is combined with politics. The purpose of the course is to provide tools and clarify economic concepts not usually available to students. The course is meant for students of political science who are not familiar with the economic language and to enable them to understand, and analyze the complex process of building the State budget, including presentation of the various powers and interests of the participants. Examination of the question of whether politicians have the appropriate tools to deal with the work plans presented by the professionals and what is the extent of their ability to change content and determine priorities in the work plans. Appraise the influence of the people in positions of power, and mutual relations between them, over the direction and pace of changes in the budget.

Learning outcomes - On successful completion of this module, students should be able to:
Upon successful completion of this course the students should be acquainted with and understand the professional concepts which are used while preparing the budget and presenting it to those who are to approve it.
The students will be able to criticize the budget proposals presented by the Government. They will be able to review the final product as compared to the declared policies. They will have the ability to raise doubts with regard to declarations by politicians participating in the process and the professionals such as "the Treasury Fellows", as compared to the underlying interests of each party. Identifying the gap exists between formal authority of the various partners and their real weight in reality.

Teaching arrangement and method of instruction: The course will include theoretic and empiric background and will relate to current events and past events, with active participation by the students.
Each class will begin with a review of events taking place that week in accordance with the material being studied in the class. The slides presented shall be moved to the course website after the class.
The course grade will be determined based on an exam. The exam will cover material studied in the class and required reading of bibliographic material. The students will be asked to express their personal opinion and exhibit ability to think based on the results of their study from the course.

The process of allocation the budget – concepts in use, participating factors, hidden influences, criticism of their functioning;
The economic policy at the base of the preparation of the budget;
The main problems of the Israeli economy;
Discussion of the question whether the proposed budget cures the “illnesses” of the economy?
Privatization processes
Role of the Ministry of Finance in the process and the power of the “Treasury Boys”;
Discussions in the Government – the decision making process, discussions of the budget in the Knesset and its Committees
The Defense Budget – unique features
Development of the Defense budget and factors influencing its size;
Internal struggles in the defense system – military echelon versus civilian echelon;
External struggles, the Defense System versus - the Ministry of Finance, the Knesset, the State Comptroller
The struggle over the salary of the career officials – tactics being used by both parties.

The instructor has been working in the field of budgetary allocation for forty years:
25 years in the Financial Advisory unit to the Chief of Staff / Budget Department in The Ministry of Defense.
15 years as Deputy Director General and Chief Financial Officer of the Hebrew University.
The instruction in the course will combine the theoretic background with the instructor’s personal experience.
