Course/Module description:
In many political systems, close coordination between multiple levels of the state is necessary to devise and implement policy. This field trip examines the way policy is made in the German multi-level system from a practical perspective. In Berlin and Mecklenburg-West Pomerania, we will discuss with practitioners from the local, regional (Land), and national level. How does politics work on each of these levels and what is the interaction between them? In Berlin, we will visit the upper house of the federal parliament (Bundesrat) - where the states are represented. In Mecklenburg-Vorpommern, we meet with politicians from the city of Greifswald and visit the state parliament / government in Schwerin. The field trip is connected to course 54642 (Elections and Political Institutions in Contemporary Germany).

Course/Module aims:
The course aims to give students a practical introduction to governance in multi-level systems. It uses the German case as the example but provides also the conceptual and theoretical toolkit for understanding its peculiarities.

Learning outcomes - On successful completion of this module, students should be able to:
• describe the concept of multi-level governance,

• identify convergences and divergences between academic theoretical abstractions and the concrete behavior of practitioners,

• and analyze the policy-making processes, particularly in the German political system.
