Course/Module description:
What is the nature of leadership? Does politics merely reflect structural factors or is it largely dependent on how those tasked with steering state and society fulfill their role? The present course revisits central episodes of German domestic and foreign policy-making to approach these questions. After a theoretical discussion on the concept of leadership, we take a look at internal and external dimensions of central policy issues. In particular, we are looking at landmark decisions at the founding of the Federal Republic, the NATO double-track resolution, economic policy positioning, reunification, multiple refugee crises, the Corona pandemic, and the revision of Ostpolitik.
Course/Module aims:
The course explores the concept of political leadership and thereby introduces students to the structure-agency debate in the social sciences. We also consider major domestic and foreign policy issues of German politics, their dominant interpretations as well as the theoretical and methodological approaches underlying the latter. Bringing both aspects together allows us to evaluate which kind of leadership has been characteristic of post-war German politics.
