Course/Module description:
The course discusses the basic legal norms regarding planning and building in Israel including the basic rules of Administrative Law, and the provisions of the Planning and Building Act, 5765-1965 and its regulations.

Course/Module aims:
To provide students who are not Jurists basic knowledge regarding the legal norms that apply to the planning procedures in Israel, and to introduce them with the planning and building act and its regulations.

Learning outcomes - On successful completion of this module, students should be able to:
At conclusion of the course the students will have an overview of the general structure of the normative system applying to planning and building in Israel. The students will be familiar with the provisions of the Planning and Building Act, 5765-1965 and some of its regulations

Teaching arrangement and method of instruction: Lectures

Course/Module Content:
Subjects taught:
The basic rules of Administrative Law regarding the planning process in Israel;
The legal norms regarding the planning process – Statutes, regulations, judicial decisions and internal guidelines;
Planning Institutions, Composition and duties;
The rules regarding members of planning institutions.
Hierarchy of plans and categorization of plans - National Outline Plans, District Outline Plans; Local Outline Plans and Detailed Plans;
Planning procedures;
Judicial and quasi-judicial review of planning decisions;
Provisions in plans – Agriculture area; Seashore area, conservation; environmental protection;
Planning and land registretion;
Building permits and variances;
Compensation and Betterment Levies

Required Reading:
Required reading will be given prior to each class meeting.
