Course/Module description:
The Course will relate to the alcohol prevention and treatment policy, including addressing national issues as in the National Program for the reduction of excessive alcohol consumption launched in 2010 and coordinated by the IADA Israel Anti Drug and Alcohol Authority, which was developed in accordance with the Global Alcohol Strategy of WHO. During the course we shall review the development of the different policies concerning the treatment of special populations such as women, sex workers, dual diagnosis patients, youth and back packers. The development of the legal policy focusing on therapeutic jurisprudence concerning alcohol and drugs which is implemented in Drug Courts, both in Israel and in the world. The reform of penalization with the new shift to de-criminalization and depenalization. We shall also address the use of cannabis for medical purposes and its regulation. The policy of liberalization of cannabis use implemented in different Countries such as Colorado, California etc, with a special focus on the Portugal legislation( Law 30/2000 ). The global policy tackling the use of new psychoactive substances (NPS ) which pose a great challenge to the whole world.
Course/Module aims:
To deliver updated knowledge concerning the recent policy on drugs and alcohol in Israel compared with the policy of some other Countries in the world. The Course also deals with the global policies as launched by international organizations such as WHO,UNODC INCB. We shall review the different policies from an historical perspective and institutional, legal and scientific – medical viewpoint. The shift from the social deviance model to medical, punitive and the most recent public health model including Harm reduction perspective.

At the end of this course the students will be able to know in depth the development of the policies in the field of drug and alcohol in Israel linked with the global policies launched by the different international bodies . They will become acquainted with the new decriminalization policies concerning drugs, with a special focus on cannabis. They will also relate to the policies concerning specific populations.

4.Israeli and global policy concerning the treatment of opioid addicted patients, prevention of infectious diseases, syringe exchange programs ,and harm reduction.
5.development of policies for the treatment of special populations
6.De-criminalization, de-penalization and liberalization models-medical cannabis and its regulation, the case study of the Portuguese law.
7. Drug Courts and therapeutic jurisprudence
8. Legal policy on NPS.
9. Guest presentations-policy concerning the treatment of addicted sex workers, policy for the treatment of back packers.
