Course/Module description:
The forming of relationship between government and the third sector, and the status of the third sector in Israel, is currently underway. Many issues in this context concern the government, the nonprofits, and both sides collaboratively. This course will examine the forming relationships between nonprofit organizations and state authorities in Israel, and the policy derived from these relationships.
Course/Module aims:
To help students understand the relationship between third sector organizations and state authorities in Israel.
To discuss the factors and processes that shape government-nonprofit relationships, and subsequent government policy towards the third sector, such as: financing, privatization and outsourcing, advocacy and policy change efforts by civil society organizations.
To discuss the influence of the forming relationship on third sector organizations, state authorities and citizens, the idea of the welfare state and civil society in Israel
Learning outcomes - On successful completion of this module, students should be able to:
• To describe the key theories for understanding government/third sector relationship
• To define key events in the development of policy towards the third sector in Israel
• To describe key policy tools in the relations of government and civil society organizations
• To critically read policy papers concerning the third sector
• To formulate your own critical stance regarding government policy towards the third sector
• To formulate discussion questions of reading materials
• To write an op-ed

Full attendance (80% of classes) is required
