תאור כללי של הקורס:
שיעור זה יעסוק בשאלת של הגדרת תפקיד המדינה כמי שאחראית לניהול סיכונים. הפרספקטיבה של הדיון תהייה פרספקטיבה היסטורית תוך הצגת וניתוח תפקידי המדינה בפרספקטיבה של ניהול סיכונים. ממדינת שומר הלילה, למדינה המצמצמת סיכונים. אלטרנטיבות לתפקידים אלו בדמות שימוש בניתוח סיכונים על ידי ארגונים פרטיים וניתוח חברות ביטוח כמי שמלאות תפקידים ציבוריים במובן של ניהול סיכונים יוצגו במסגרת תיאורטית של ליברליזציה, הפרטה מצד אחד והתרחבות הידע וכוח ההרס של החברה המודרנית מהצד האחר.
מטרות הקורס:
קורס זה יאפשר לסטודנטים להבין כיצד ניתן להשתמש במושג סיכון ותיאוריות של סיכון כדי לנתח אירועים במדיניות ציבורית ואת הדינמיקה של התפתחות המדינה המודרנית כמדינה המנהלת סיכונים ויוצרת תוכניות ביטוח פרטיות וציבורית

בסיכומו של קורס זה ייפתחו הסטודנטים יכולות ניתוח במדיניות ציבורית המבוססות על תיאוריות של סיכון.
