Course/Module description:
The “Question of Jerusalem” is undoubtedly a key issue in understanding the ongoing conflict in the Middle East.
At the Camp David summit in 2000, the Jerusalem Issue became the greatest obstacle in the Israeli – Palestinian negotiations. The question of Jerusalem reveals four layers of the conflict, which go beyond simplistic issues of borders and territories.
The first layer is religious, raising issues of control and access to the Holy Places prominent in Muslim and Jewish tradtion..
The second layer is judicial – questions of International Law involving the status of Jerusalem, The UN partition plan of 1947, still supported by most member nations up until today, says that Jerusalem should be internationalized. Israeli law, creates a peculiar and exceptional legal state in Jerusalem, that raises complex questions of citizenship, residency and human rights.
The third Layer is political – Israelis and Palestinians each claim Jerusalem as their only possible capital. A comparative approach to this issue is helpful, drawing on the experience of the conflicts in Belfast and Nicosia, and the resolutions to the conflict over the divided city of Berlin and the dual sovereignty of the Vatican state and Italy in Rome.
The fourth layer is that of urban planning and municipal policy – In the last forty years planning has been dictated by political criteria. Each side has tried to establish facts on the ground
Course/Module aims:
To study and analyze the urban and regional policy in the Jerusalem metropolitan area.
This analysis has two components: a descriptive component, where we become acquainted with the history of the conflict and its major players – the international community and institutions, the Arab states, the Palestinian leadership and East Jerusalem Palestinian community and the Israeli government and Jerusalem municipality,.
The second, analytical component of the course will include a deconstruction of Israeli policies in Jerusalem since 1967 and its surprising failure to achieve any of its goals.
Learning outcomes - On successful completion of this module, students should be able to:
To understand the Israeli policy in Jerusalem since 1967 and through it to understand the Israeli-Palestinian conflict. Jerusalem since 1967 is the main battle field between Israel and the Palestinians.
